The Policing of Sex Work in South Africa: The Positive Policing Partnership approach to catalysing positive change

The presenter is Donna Evans, LLB, Master of Social Change & Development, currently enrolled in a PhD program with RMIT University, Australia.  She has 25+ years operational experience working across private practice, government and civil society as a lawyer, Court Registrar, specialist criminal justice project and programme manager, advocate and researcher in Australia, Vanuatu and South Africa. During her career, Donna has worked extensively with communities and law enforcement on legal, training and social justice initiatives. The presentation will briefly introduce the research report “The Policing of Sex Work in South Africa: Human Rights Challenges Across Two South African Provinces”, which was framed as an invitation to dialogue and collaboration between the sex work sector, government, law enforcement and other interested stakeholders. This strategic approach catalysed the South African sex work sector to form the Positive Policing Partnership (PPP) group as a vehicle to drive positive, solution-focused engagement on the operational policing challenges. The PPP approach is a move away from the historically adversarial complaint based advocacy, to a more collaborative and capacity building model.  The presentation will focus on the positive outcomes achieved by the PPP approach to date, lessons learnt and future opportunities to drive measurable change in the policing experience of sex workers and other marginalised groups.
